from what I know, the roach(european species) and shiners are similar, both members of the family Cyprinidae. Their size would be excellent for striped bass food but I know that the roach specifically (again speaking of the european variety) are considered invasive in many places in the US as they can be introduced and have really negative impacts on the ecosystem. As for shiners, I am not positive that the Golden Shiner is a native species to VA but there are several introduced populations around that don't seem to be having a negative impact, at least from my perspective. One such population exists in Lake Frederick in Frederick Co. VA up near Winchester where they were introduced either as food for the LMB or through the bait fishery. Either way the Largemouth and Crappie up there love em so they might be an option over the shad.
