It's well written, just my opinion what might be happening there from what I've seen other than bycatch seems to be usually caused by a rapid drop in the water temperature. Algae blooms and low oxygen changes can also cause a fish kill.
I'm not familiar with the lake but could be warmer water temps causing the parasites kind of like ticks.
For what it's worth I think a better short term solution for that lake would be to keep the striper population down by letting people take more of them to try to get more healthy fish and stocking that lake with a more hardy baitfish like golden shiners for the long term. You might be on the edge of the gizzard shad range.
