The more on the hook the better like for real bloodworms. For that I use a regular double hook bottom rig with small size 5 hooks sometimes size 4 if the fish are running big, usually a 3 oz storm sinker sometimes more.
The beaches at Corolla are flat with not much structure, if the ocean is calm and you don't see much look for places with a lot of sand flea shells and pieces washed up at the high tide line on the beach, try the areas where the beach is washed out, stump areas, also is a wreck behind Food Lion.
Using fresh fish and shrimp from a seafood market for bait is going to be better than frozen from a tackle shop, TW's in Kitty Hawk usually has fresh jumping mullet.
Here's two seafood markets in Corolla.

There's a lot of small stuff around during the summer and bigger fish if you use them for live bait on a fish finder rig, mostly larger sharks and carpet size rays if you want a beast.
Spot / Kingfish Rig below is good for a variety of the smaller stuff, I like the one with the 1/2" ball floats. You can find it at the tackle shops. Also works good for bluefish and trout with small pieces of cut bait.

The best days and times will probably be when the wind is blowing off the ocean, high tide, early morning and late afternoon / evening and after dark.
You could also walk the beach with a small rod casting metal lures like Stingsilvers for bluefish, try to match the weight of the lure to what your rod casts best. The clearer water days will probably be best and I like using the natural looking colors.
