Your right, dumping the sand high is the best way to go to get the most out of it.

Kitty Hawk has had the best solution I've seen by buying the houses that are getting ready to go in the ocean and not letting anybody build anything on the east side of the beach road. Except for the Hilton as far as I know it's been that way since the Ash Wednesday Storm back in the 60s. They have also built the upper part of the beach up some using sand fence. It makes a nice beach with a dune line and no houses. The north end of town still has a lot of houses on the beach.
