With reels , it's hard for me to buy without getting my hands on them. The Emcast is a good real. I'm a big fan of Daiwa stuff anyway. If you're wanting casting check out the Abu Garcia's or the Daiwa Saltist.
How I decide : with casting gear back the free-spool knob all the way off , give the spool a spin - a better reel will spin longer and thus cast (and backlash) better. For spinning reels I always hold the reel and give the handle a hard turn and let it go. Better spinning reels have less wobble because they are more balanced.
The best rod I ever had for throwing lures was a medium weight cheapo Shimano rated for 1/2 an ounce. It was a 7 footer and I could outcast a lot of guys using 9's. It's all about how the rod "loads" for me. I would spend as much as you can on a good rod for lures because most times a good rod will let you cast farther than a bad rod with a good reel.
