Here's a homemade live bait bucket design below. The buckets that are tied on the pier rail and kept in the ocean, you'll need one to keep the bluefish ready to go. This is a regular 5 gallon bucket with 5/16" holes, the top is another bucket bottom with a bolt and washers in the middle so that it turns open and closed. You want plenty of small holes so the water drains out fast to pull it up but none near the bottom so some water stays in the bucket on the pier for the fish. Throw a couple of sinkers in for weight in the ocean. I'd make the holes small incase you want to put finger mullet in it. You can catch finger mullet in September with a cast net from the pier.
