Rick's short answer is as good as any. You might be able to go swimming in May this year if you get the wind coming off the ocean, the water temperature goes into the 70s.
The fishing could be bluefish, flounder, trout, blowtoads on the clear water days and sea mullet, spot, croakers, skates on the muddy water days. A breezy early morning with the wind coming off the ocean could be a really good time for a variety of fish, a little cloudy and you'll catch a great sunrise for sure. :)
The big 10 pound bluefish have been showing up in May and June in the past, one was caught further south. Fresh bluefish or jumping mullet for cut bait on a double fireball rig or a small live spot fished way out would be the best way to go for the big blues and they also tend to show up in with schools of sting rays during that time of year, no birds.
You might want to try wading around in front of the grass at Oregon Inlet by the marina or at the Bodie Lighthouse for speckled trout, flounder, puppy drum, stripers. A long flounder rig with a live minnow would be a good way to go there.
