Bridge/pier/surf fishing Corolla area

My wife and I will be in Corolla first week in June. Too poor to afford boat rides. What are our options for bridge/pier/surf fishing in and around this area? Also, here in the Northern Chesapeake we generally use 7 ft. rods w/ 12-15# test and 2-3 oz. weights with Carolina rigs for bridge and bank fishing for spot, perch, rocks and blues in the spring/fall, and flounder in the summer, generally baiting w/ bloodworms, eels or alewives. Will this tackle be heavy enough? I also hear the Spanish are coming, what's the rap on topwater lures/jigs vs. live bait for pier fishing for them? Any advice is much appreciated. Thanks!
