chumming for crabs?

Has anyone tried to use a container of crab bait to 'chum' crabs into an area so a handline would be more productive? I was thinking that dunking something like that about 1/2 hour or so before the tide changes might bring in some crabs from a farther distance than just the bait on the line, and might work really well in a place like the canal across from Pirates Cove or off a pier. Or am I out to lunch on this? Would it even be legal?
