I think a lot of times it's because they see you catch something. One day I was fishing a holiday weekend crowd at Oregon Inlet and nobody was catching anything except for me. I was catching little 6 to 8 inch bluefish on top of the outer bar with a sea mullet rig with the floats on fresh bluefish one after the other so I had enough and nothing else was happening. I decided to let the people riding around looking for the fish see me catch something. They parked 3 deep around me and were all in front of me throwing hopkins and bottom fishing not catching anything. I had reeled in the lines and was just sitting in the beach chair watching them by then. Eventually they all gave up and I was able to leave. :))
