You might be too far back on the beach. I've gotten a good system worked out over the years that works for me. I usually try to fish on top of high humps on the beach right at the high tide line on outgoing and about 15 feet away on incoming moving once or twice as the tide changes to stay around it. I move back when the sand spikes start getting hit by waves. The biggest waves come right after high tide.

I fish 3 rods, 10 footers. Usually two go up close in the wave runbacks on each side of the hump near the beach and one goes further out to the bar. If it's too many smaller fish around I'll use those for live bait on a rod or two further out on a drum rig.

For me at that distance being on a higher hump most of the walkers tend to come by close enough not to get caught in the lines. You can see it coming if they are going to hit the lines. I usually use it for a reason to check the bait and walk down in their way while reeling in or stand up to tighten the lines and tell them to watch out.

Not me but another guy that fishes this area that uses the same set up I use for walking over. You can see him fishing on top of a hump and he is reeling in something below.

I got my pier cart from Bass Pro Shops, no trouble with rust anywhere and it's been hit by a few waves. TW's does sell them. I bungee cord the sand spikes in the bottom then pile everything else on top of those, my rods fit in the holders on the cart broke down and it will hold a white igloo marine 48 cooler. I use the tray in the cooler for a tackle box. For sand spikes I use the thick 2 inch pvc pipe, just get a 6 foot piece at the hardware store and cut it at an angle in the middle and you've got 2 of them. I've been wiggling them in the sand going back and forth lately, it's not destructive to the top like hammering it down. I will haul over a beach chair and small umbrella to avoid the sun if I'm going to be there for awhile. I'd recommend if you don't mind paying for a really good one checking out Stop-N-Shop's beach chairs hanging on the wall and CVS drug store's brown canvas bag umbrellas in Kill Devil Hills.
