I'd watch and see what other people are doing on the reef part of the pier, maybe somebody has figured something out. Is it the sinker or the hooks getting hung up?

You could crush the barb on the hooks. You might be able to make some disposable sinkers out of cement and attach them to the rig with light line that would break. Use a piece of pipe for a mold and electrical wire for an eye.
