I wonder if you could maybe tie something like a coffee straw rig with 24-36 inches between the sinker and the bottom hook. It would keep everything but the sinker above snags maybe.

I guess it would limit the number of hooks you could use ,but you could probably get at least 3 on it before it became too awkward to cast.

Experimenting with bait might help too. If it's close to where people snorkel you could fish with frozen peas and catch aquarium fish!

Just tossing some ideas out there , never had the privilege to fish in Florida.
