Fishbites bloodworms, box of frozen squid and some mullet for cut bait would give you a variety to try, see what's working the best. Target the fish of the day. I use a standard double hooked bottom rig with Eagle Claw already snelled hooks, 3 oz storm sinker or more if rough.
For the sound a 1 oz or less bank sinker on a double bottom rig, not sure what might be there. Also not sure about the fishing license in the sound there, might be considered joint waters now since they did the saltwater license.
The best hook size is the small size 5 for spot, croaker, sea mullet and blowtoads but size 4 is better if your catching big sea mullet or big croaker. For best eating size bluefish use size 2 with the wire leaders on them. If there's trout around use size 4 with small pieces of cut bait. The trout can be in with the bluefish, I think they like to get under them and eat the scraps. The bluefish can run everything else off.
The Sea Striker mono double fireball rig with the 1" floats works good on the bluefish, start off with mullet from the tackle shop (TW's or Bob's) then use the blues for bait on the rig just fillet them and cut the fillets into 1" x 2" pieces. Also push the hook through the meat side so you don't mash the meat.
Check your bait often to make sure it's still on there and change every 20 minutes. A wind blowing off the ocean will probably be the best days. Try in close at high tide and out around the outer bar at low tide, look at the bird activity.
You could also walk the beach casting metal lures or a white bucktail with a small rod for bluefish, you don't have to cast really far for them. The metal minnows are good baits like the Glass Minnows, I like the white with the gray green back and the white with the red head. My favorite is the white with the black back StingSilver. You can get them at the Stop-N-Shop gas station over on the beach road at the Wright Brothers Monument in Kill Devil Hills.
Also the Spot/Kingfish Rig by Sea Striker below is a really good already made bottom rig for spot, croaker, sea mullet, small bluefish and trout. You can get them at the tackle shops. If your bargain hunting, Ben Franklin, Walmart and K-Mart. The rig doesn't last long 1 to 3 days before the fish destroy it. I like the Spot/Kingfish Rig with the 1/2" ball floats, the tips of the hooks tend to break off the other one but it's good too.
