King just wrote the book here. You do need a freshwater lic in the sound.The sound is freshwater. Not much happens there.Been there the second week of May for 30 years not a really good week for fishing in the Ocean or sound, but I alway tried.Had a few good weeks when the Ocean warmed early. Don't think it's happening this year.Might try a fish finder rig for Skates, Blowtoads, or Dogsharks. Tight lines and let me know how you did. I'll be down two weeks after.P.S. If you are thinking about fishing the sound from the Duck boardwalk, just go back to the house and drink beer.Might have a chance in the sound at Little Bridge or Oregon Inlet.No Freshwater Lic. required there.
