Sheepsheads are considered a "Reef Complex" species , limit is 20 per day , counting any other reef complex species. Meaning you can't keep 20 sheepsheads and 20 of another species , but 20 of all different species combined.
No size or possession limits for black drum that I know of , but you need bigger ones to get good filets and some of the bigger fish have worms in the meat. I'd stick to sheepsheads for the table , they are very good.
As far as secret spots , there really aren't any unless you are in a boat. From the shore , it's just a matter of finding the holes and hoping the fish are there or that they will show up while you are fishing.
For sheepsheads , try some sand fleas on a heavy wire hook and fish them right against the pilings on any of the piers , or from the catwalk on the OI bridge. You'll want heavy leaders , say 60 lb mono , and a good stout rod and reel with smooth drag The Rodanthe Pier has had pretty decent numbers of schooling sheepsheads the past 3 years in August , with black drums and pompanos mixed in. The drum are usually right with the sheepsheads , and the pompano often underneath them - eating pieces of whatever the bigger fish drop.
