Still learning..Regulation Questions!

I guess that I am still a newbie to OBX fishing, SO I need to learn as much as I can from those that know.

I have the updated copy of the Regulations, but I still have questions regarding Black drum, and sheepsheads. Are there size and bag limits on these? Are these considered reef species? Are Black drum good eating?
Can anyone recommend good areas to try for these (I am NOT asking for your secret spots)?
