We were going through my grandfathers papers a week or so ago and found a letter from director of the ncdnr where both of my grandfathers had aranged a meeting with him and the howard e lee the secretary of dnr and expresses their concerns on this very issue. The letter stated that the div of marine fisheries had conducted a review. The final annalysis was "from a sport fishermans perspective, I believe you and Mr.Earp feel a total elimination of haul netting would mean consistent sport catches. Biologically this cannot be substantiated because of the dynamic migration patterns and feeding habits of fish populations utilizing the river. Many times fish are there in dense concentrations but simply will not bite hook-and -line. Biologists have observed haul netters catching large quantities of fish at a particular haul only to return the next day for another large catch demonstrating that these fish populations constantly migrate and that a single haul will not eliminate a population. Additionally, haul netting was for the most part stopped in the entire Pamlico sound system for some 10-15 years (late 50s to early 70s). Yet sports fish catches, particularly croaker, remained relatively low."
