Omega Protein , based in Texas I think but they have plants in VA , nets tons of Menhaden every year. They process them into everything you can imagine. Fish oil capsules and pet food are two big ones that come to mind right off of the top of my head.
Fisheries management is tricky business. Just as an example , take the Stripers. They were overfished here in the East for years then people quit catching them and finally they were heavily regulated. Now that they are coming back strong - food becomes an issue. There are reports of fish being caught in the Chesapeake Bay showing obvious signs of stress from malnourishment. It happens. Baitfish have unsuccessful spawns sometimes (so do bigger fish) and part of it is a cycle I'm sure.
The bad thing is , when companies are filtering all of the menhaden out of the sea with huge purse seines it makes it harder for the fish to survive a lean year. Parasites and disease are much more likely to affect already stressed fish.
So , my opinion , they need to lower the limits for menhaden. The commercial boats that target them can keep millions of pounds a year , which is not sustainable at current levels.
I don't expect we'll see many regulations removed or relaxed in our lifetimes. Probably more as we try to keep what fish we have left healthy enough to maintain viable populations.
