Big speckled trout in November.

Probably will be some big speckled trout on the north sides of the piers and at the lighthouse jetties at Buxton during November wherever you want to fish. Green red head jigs, Mirrolures or you can bottom fish with cut bait. It's better very early in the morning on the calmer water days for the trout. I'd try to find a place to stay on one of the north sides of the piers so you can fish the beach in a good area. Look for small holes and sloughs or a crowd of people in that area and watch them to see what is working the best. Sometimes during that time of year it's just you.
Colonial Inn Motel is beside Nags Head Pier and is open year round. The north side of the pier is a slough with 2 wrecks that you can't see, the tug Explorer near the pier on the north side of Bainbridge Street and the gunship Huron further north where the 2 small buoys are at out in the water marking the bow and stern. That's at the Bladen Street beach access and there's more about it at the beach access gazebo. It's usually good fishing at both wrecks around high tide, very early in the morning and an hour before sunset on in the evening.

If it's not too rough you could go out to the Huron with the kayaks, you will need a wetsuit in November.
