I would guess they would know it happend if the island is being watched and about how long the wave would take to reach the coast. Depending on the size of the wave there is high ground on the northern beaches if you were stuck in traffic, Jockeys Ridge, Wright Brothers Monument and a high ridge running along the west side of the bypass in Kitty Hawk.

What happend at Oregon Inlet was either late 70s or early 80s and wasn't like what happend in Japan with cars on top of houses. The one at Oregon Inlet was waist deep at the truck right after the wave up high around the ramp area.
