Officially, I believe your suppose to have your dog on a leash. I can tell you however, that I rarely see anyone leash their dog that far up. I have a 4 yr old yellow Lab and only use the leash if the horses are nearby. I've never had anyone mention a leash to me Except for the Va Park Rangers. They usually patrol about once a day. I usually walk my dog up there without the leash then I put it on her when I see the patrol coming. Kinda shady I know but it just doesn't seem right with the leash. Just keep in mind that the beach is the only access to those homes up there and if the beach is good condition, there will be alot of traffic.
If you decide to venture into the VA False Cape State Park it's a good area for shell seekers, no beach traffic except for a few locals that access and there's a wreck about 100 yds out about a mile up the beach. Can be seen clearly at low tide. I like to take my 3yr daughter over there if there is alot beach traffic.
Sounds like your about a mile or so south of me. I would LOVE a BEVERAGE and to talk fishing but I doubt I'll be down in June. I usually go down in the spring to catch drum with some guys form Kitty Hawk and to open the house then spend most of my time down there after labor day. The fall is the best time down there. Temps in the 80's warm water temps and the fishing is usually a little better. It cheaper. Just got have to dodge those hurricanes.
A couple more tips for you if you've never stayed on the northern beaches. I will admit I think the fishing is better on further south where the troughs are better defined. I often haul and it is a haul (about an Hour) my kayak down to Oregon inlet to fish or to Collington Harbor to do some crabbing. Keep an eye on the weather and tides. IF there is a strong on shore breeze the beach becomes difficult to pass. if it is, time your travel around low tide. Also try to keep your vehicle parked between the surf and dunes so traffic can pass on both sides. Otherwise the sheriff may tell you to move your vehicle. And Most importantly, drive on the right. Everybody wants to drive next to the water which is understandable because nobody wants to drive in the deeper sand. The people traveling north should drive closest to the water. You'll see what I mean probably on the day you arrive. I only say this because the beach is the only way for people to get in and out of that area.
