You won't be fishing from the pier in Duck. It's a research pier , but you could fish around it I guess. Terry that posts on here fishes around Duck I think , so I'll let him fill you in on where to fish up that way.
Good baits would be real or imitation bloodworms , fresh shrimp or squid and cut bait. Catch some small fish on bloodworms , scale and fillet them , then cut the fillets into chunks to use for cut bait.
Time of day isn't as important in the ocean in my opinion. I like to fish 2 hours before and after high tide. My favorite time would have to be when high tide is early in the morning though. Most of the tackle shops down there will have free tide charts. You can pick one up and use that to plan your fishing.
