I've had that problem with TF.com. You have to go to Forum tabs to get recent posts. Hope that helps.
Two places close to Kitty Hawk to put in at is the back side of Jockey's Ridge. There is a small parking lot there.
Can't remember the name of the road. Check Google maps. Also try the boat ramp at the Wildlife Pier across from Pirates Cove. I've seen a few people yaking there.
