Yes you need a license to fish anywhere on the Beaches, sound or any where on the Outer Banks. I am not so positive on the 10 day license you will need to look at www.ncwildlife.org to see all the stipulations for that license. As to drum, there should be some on the Outer Banks beaches in mid to late April but a lot of that will depend on the winds, temps and the fish run.
