Drums in April?

Im a Pa country boy, but what little surf fishing I have done in the awsome OBX has been great!We have a trip planned for the 18th-22nd of April, will the Pupper Drums still be hangin' around? and do I have a chance of catching anything else on mullet? Whats the deal with the 10 day licenses for outa staters? I need to have one to fish the surf right? thanks Greg.
