TW's has been reporting some big puppy drum being caught on shrimp in South Nags Head and around Oregon Inlet. You'll probably catch a few dog sharks and skates if you don't care, high tide is best. Jennette's Pier is open, it's where the Nags Head Causeway is at over on the beach. I'd try up close to the pier around the pier pilings.

In the sound I'd try around any of the bridge pilings for stripers, I think I saw a report of them at the double Wright Memorial Bridge close to shore not that long ago. You could also try the canals like the public boat ramp on Bob Perry Road in Kitty Hawk Village.
