I copied this from the North Carolina Coastal Recreational Fishing License FAQ.

Do I need a CRFL to catch shellfish recreationally?

No.

The way I read it it says fin fish not shell fish . I am wrong forgive me but this is what I have read and been told.

If a game warden wanted to split hairs with you and you are using fish for bait he might give you a ticket but as I said if you use chicken there should be no room for error
