A regular double hook bottom rig will work, you have to get it up close to the piling. Making a single hook bottom rig all out of heavy mono is better less likely to snag and cheaper if you do. From the beach I'd use a small float to keep the bait off the bottom. The small kahle style hooks are good but can be straightened out, some people are using thick #4 Gamakatsu baitholder style hooks.
When targeting them it's usually squid for the triggers, sand fleas for the sheephead, shrimp for the spadefish. What they are eating is black mussels off the pilings you can see the shell crushed up in their stomachs. The black mussels are good bait and small whole ones are washing up in some of the gravel areas on the beach, most were rolling around near the drop off in those areas. Austin's seafood market in Nags Head sells them sometimes in big bags. Some people eat steamed mussels, I don't like them they are too strong tasting for me.
