The fish aren't everywhere out there, you have to find them. People do figure it out and do well but don't often share. Taking a charter in the sound would be a good way to learn.
Also if the sound is rough you might want to check out Kitty Hawk Bay, that area usually doesn't get very rough if you stay away from the mouth of it and has been good lately. The public boat ramp is at Dock Street on Bay Drive in Kill Devil Hills, between Avalon Pier and K-Mart. The ramp is shallow, you might have to walk the boat out. You'll need a freshwater license inside Kitty Hawk Bay and north of the double bridge that goes across the sound at Kitty Hawk.
