I'd fish from the beach near one of the piers, south side if the wind and current is coming out of the south. The north side of the pier if the wind and current is coming from the north. The fish can pile up there. A wind blowing off the ocean will probably be best.
Taking a guess for that area. What's further south is migrating north and if the water temperature is in the 50s could be some fish there, lower probably would be just dog sharks. Might be what showed up here northern mullet, croaker, blowtoads, bluefish along with a lot of skates.
My surf rig would be a regular double hook bottom rig with small size 4 or 5 Eagle Claw snelled hooks, 3 to 5 oz. storm sinker and fresh shrimp for bait. Bloodworms will cut back on the skates if they are the fish of the day. Try white or green colors for lures.
