The Wild Horse Fund is like any other non-profit organization. They jump through the hoops that they need to get through to get what they want. When the Maximum allowed horse population was 60, they claimed to have 60. Now that the allowable number has risen to 160, they will acknowledge that there are already that many horses. This is the number that they have wanted for awhile. It has to do with keeping a healthy gene pool.
In my opinion, the current number of horses doesn't seem to be destroying the habitat up there. It is the wild pigs that need some controlling. They make the area look like it has been plowed by a tractor in some places. After that, control the number of giant dwellings that are being built around Swan Beach and close to Carova. Some of thoses houses/mansions/small hotels have 28 rooms and 13 bathrooms. To top it off, they can only be accessed by four wheel drive vehicles. The next thing you know we'll have paved roads going right up the beach and the entire place will be ruined.
