I've never really heard anything about AR-296, it's a tire and marl reef. I don't think fish or much of anything else likes tires from what I've seen on tv from Florida. AR-230 and AR-220 are outside the inlet and I wouldn't try it in that size boat.

Just guessing the finger mullet usually start their run out of Hatteras Inlet around the beginning of September so you might want to fish inside the inlet area and use them for bait on a flounder rig or a regular double hook bottom rig. Take your cast net to catch the finger mullet, you'll see them jumping on the surface. The fish can be picky with a lot of bait in the water. You'll probably catch bluefish, flounder, trout and puppy drum. I'd move around trying different areas and the channels can be good, watch the other boats. I also like white or something natural looking for lures during the finger mullet run.
