Like I said a charter boat is going to be the best way to go for trying to make a good show in one day. You could do that and then see if the blues and spanish are biting that evening out on the very end of the pier. That usually starts an hour before sunset until dark and a wind blowing off the ocean is best. There might be some fish hanging around the lights that shine on the water after dark try right behind where the waves are starting to break coming in fish into the wind side of the pier and will probably be a shark, ray or something else at the fish cleaning tables out on the pier for sure, the later the bigger.
If you do catch something big the pier has a basket net usually laying on the end of the pier or you can walk the fish down the pier to the beach or pull it up by the line with your hand if it's not real big.
The piers have fishing rod rentals that come with a bottom rig and they sell stuff like bait and tackle in the pier house. The spanish and blues will be hitting Gotcha lures. You jig them underhanded near the surface. The white with a red head, gold, silver and the fluorescent green color are good ones. They are sold in the pier house. You'll have to watch and talk to the other people that are catching all the fish to see what's working the best.
Outer Banks Pier, the new Jennette's Pier and the little bridge on the Nags Head Causeway would be some places to check out.
