When the ocean is rough from swells coming in from the storms offshore which looks like might happen you might have to fish during low tide or at a pier especially with the low flat beaches in Nags Head. The good news is the spot fishing could be great at the piers. I'd use the fake Fishbites bloodworms and small size 5 hooks for them. I like to look from the beach at the side of the pier and see how steady they are coming up before I go. It can be shoulder to shoulder on the pier if the spot fishing is good. The beach on the north sides of the piers can also be worth checking out. A trout hole tends to form there near the pier on the north side, it's usually a puppy drum hole in September.
What I do is make boneless fish chips out of the spot. The way you do that is use a small fillet knife and fillet them leaving the skin attached at the tail then go from the tail under the skin and fillet the skin off then cut the rib cage off. Freeze them in water in ziplock bags to take back and fry them up with House-Autry seafood breader til golden brown.
