September 5th - 12th Duck NC

I am a newbie to surf fishing and I am looking for any tips I can get. I grew up in PA and spent plenty of time on rivers, lakes, and steams. Not really sure what I am doing on the beach.

Things that I would like to know. What kind of fresh bait should I use? Is frozen bait ok? What will I be catching off the shore? When is the best time of day to fish? Is taking a charter boat out worth the time? Thanks for any information that you guys are able to give me.
