Surf Question

I was at the beach at ramp 4 on Monday, 6/14. There was a lot of sea grass (fishing impossible) and a slime on the beach I have not see before. Does anyone know what kind of wind generally pushes the sea grass, as it seems to change from season to season, and, what was the slime as I actually slipped on it and almost fell. Thanks.
