No question is stupid.
The answer is : sometimes. I've jigged for flounder with green jigheads and about 1/2 a nightcrawler and had some success. I've used red wigglers on big schools of spot that were hitting bloodworms.
To save money you can always buy shrimp or squid and fish with it. Use whatever you catch on that for cut bait. That's what I do most of the time anyway. The squid is usually really cheap. Split them down the middle ,take out the guts and cut what's left into long , skinny triangles. You can use squid strips to tip a jig or just on a bottom rig.
Bloodworms are sort of a luxury item. You can catch enough small stuff to get started without them , but they make it a lot easier. Just my opinion.
