The tackle shops sell big treble hooks with a lead weight on it, about 25 feet of thin nylon rope will work for line. I'd put a small float on the end of the line incase you drop it in the water. What you do is wrap that line around the fishing line and drop it down to the fish and you will hook the fish in the gills.
The piers have basket nets usually laying on the end of the pier for you to use. You have to sneak up on the fish with the basket net and scoop the fish up fast tail first. You can do it yourself with the rod in one hand and the net in the other hand, takes some practice but you might do better than trying to explain it to somebody. Another way if the net is being used and you don't have anything is walk the fish down the pier to the beach.
