Your best bet would be to just start with a simple two hook bottom fishing rig , small hooks and bloodworms squid or shrimp for bait. You'll need anywhere from 2 to 4 ounces of weight at the bottom depending on how rough the surf is. I would recommend trying a pier first so you can get a general idea of how it's done by watching others.
I don't know about the sound at Nags Head. I'm sure there are a few holes up that way. A lot of the sound is shallow for a pretty good ways out , so you might want to look at a depth chart or ask around.
