I think there's been more action on Hatteras Island than there has on the north beaches lately. There is a KOA in the Rodanthe/Waves/Salvo area , but I'm not sure if it is primitive camping or if it is more for RV's. Probably some others down there too , but I'm not sure. I don't think you can camp right on the beach anymore.
All of the tackle shops I've ever been to on the Outer Banks have been owned/operated by first class people and all of them would be glad to point you in the right direction.
I've had good luck along most of HI when I used to surf fish a lot , it's just a matter of finding holes. This time of year I'd fish further south where the water is warmer though.
Bait : start with bloodworms and FRESH shrimp , anything small you catch , like spots , mullet or baby blues , can be used for cut bait. You could also catch some sand fleas to get you started , but I've had mixed results with them.
