Yakman is right about the drum during early October in Corolla and probably be more warmer water fish the further south you go.
It is two groups of red drum a bigger record size coming from Virginia and a lesser yearling size coming out of the inlets in NC.
There are some big ones in Pamlico Sound. They are around the point area it is usually the flounder crowd catching them by mistake.
If you do not want to fish the point at Buxton then I would try Hatteras Inlet be best with a wind coming from the south if not grassy.
My rundown would be South Nags Head last parking area, Coquina Beach at the lighthouse, southside beach at the rock jetty or further.
The whole area in Rodanthe north of the pier, you might have a lot of surfers. The holes just north of Ramp 27 is a great place to go.
Avon usually has a crowd they might be catching them off the end of the piers so check those out if wind is blowing from the northeast.
The best puppy drum rig is snelling your own thick 4/0 size hooks like Owner Hooks on heavy 100 pound mono and use on a regular bottom.
Picked it up from one of the tackle shops, they will straighten out those cheap wire hooks and use as heavy mono as you can tie use pliers.
Fresh menhaden would be the first choice for cut bait, fresh bluefish or jumping mullet for a second choice change to new after 20 minutes.
