The finger mullet run out of the sounds starts around September 1st and would be long over with by then, it changes to silversides and menhaden.
Which are harder to locate and catch, you would have to do it from an ocean pier and it can make people mad on the pier.
The tackle shops like Red Drum Tackle would probably have frozen whole finger mullet in the bait freezer and fresh menhaden in a cooler.
The finger mullet are better for bluefish and flounder, a big chunk of menhaden on a drum rig would be the way to go for the other.
If the wind is coming from the south the point at Buxton or Hatteras Inlet would probably be good and from the north try the end of Avon Pier.
Throwing a MirrOlure in the surf can be interesting that time of year, you need a calm ocean day.
