I'll give you my way, the tackle shops will recommend shrimp on those hooks with the little spinner blades attached.
Blowtoads will eat small pieces of any kind of bait if they are hungry even cut up fish but sometimes they can be picky, fresh shrimp is good.
If you don't care about costs real bloodworms and the already snelled Eagle Claw small size 5 hooks are the best way to go.
The size 4 hooks will work but you will not catch as many as with the smaller size 5 hook.
Two big ones on a rig together all blown up is really hard to get in from the waves and land on the beach, it will wear you out.
Bring plenty of extra hooks because they will tear them up.
You won't catch as many with hooks on wire leaders because it spooks them in clear water.
They prefer clear water like from a wind blowing off the ocean and deep holes or the surf around piers.
The best blowtoad hole I ever found was because somebody had caught a bunch and left them laying on the beach.
There's blowtoad cleaning videos on youtube, I would use a glove or rag if it's a lot of them.
