Maybe the bigger the mob out there the less likely it is to be harassed by "a" park service employee. :))

I know all of it belongs to the people and the walk is definitely not for everyone. I think that would have been something better toned down and with picture examples of where to walk below the low tide line, a picture of the distance and a how to on traveling light. I think it is part of a push to get more people out there, I'm not sure why maybe because of property rights as the park service shouldn't be legally closing the entire beach off if it's not their property below the low tide line.
