Older ways I think fiddler crabs were a substitute, sand fleas do the trick. I would use a single hook rig with small kahle style hook.
Use a smaller bank sinker and keep bouncing the rig slowly up and down a foot off the bottom and check the bait often are light biters.
I don't think sheepshead, triggerfish, spadefish stay in one area it is more like a few one week, all gone next week then are everywhere.
The bigger crowd is the spear fishing divers for the beach wrecks they don't like pier pilings because they get tangled up in fishing line.
It might not be very known and you would notice them. The clearer the water the better and use a bent rebar for an anchor to hook on to it.
Also with that storm around Bermuda you might be getting some swells from it. I like high tide and after dark on the beach in front of them.
