Captain Lenny and JAP both gave good advice , I might have to start fishing the sound more. I've personally done more jigging at or near the bottom with bucktails and grubs , or fished Gotchas or spoons fast near the top in the surf. I have fished topwater a bunch for Stripers here at the lake. I've heard reports of people catching blues on Striper plugs from further north.
Below is a picture of one of the big poppers I use for Stripers. You'd be surprised how small some of the fish I've caught on it are. Fish in the 2-3 pound range aren't afraid to hit it , so I know bigger bluefish , and probably even smaller ones would go after it if a school came by.
There are more pictures in the link of some others I've had luck with , especially the Cotton Cordell Redfin. I usually fish the redfins (and other big shallow jerkbaits) really slow so that they barely dive and leave a wake behind them. Killer for Stripers. All of these plugs are big , heavy floaters so you should be able to get them out past the breakers with no problem. Hard to say what might hit them at the OBX :):)
I'm probably going to try this on my next summer trip , don't know why I didn't think of it before!
