Oregon Inlet would probably be the best area. You could try from the beach around the piers, north side if the current is coming from the north and south side if the current is coming from the south. The beach at the wrecks, 2 hours before to 2 hours after high tide and clear water would be best. After dark can be good but it's going to get colder soon and could be dog sharks and skates one after the other.
I'd snell some thick 5/0 to 8/0 size hooks up on heavy 100# mono and use them on a double hook bottom rig with cut bait. Probably would have to be frozen jumping mullet from the tackle shops, you might find a package of fresh whole croakers at the seafood / meat section in Food Lion.
You could also try casting a Mirrolure on a trout rod from the beach around the piers and at the wrecks, calmer the better for Mirrolures. Here's a list of some known beach wrecks below.
