The ocean piers like Avalon, Nags Head, Jennette's, Outer Banks could be really good in September when the wind is blowing from a northern direction, the cooler days. I like them all but you might want to check out the new Jennette's Pier around where you turn to go to Manteo. There's the catwalks on the south side of the bridge at Oregon Inlet, the parking lot is at the end of the bridge on the east side for it.

Probably with a wind blowing out of the southwest try the little bridge on the Nags Head Causeway going to Manteo, also is a free public pier under the big bridge on that causeway turn across from Pirate's Cove marina and follow the road along the marsh back under the bridge. You could try wading in front of the grass beside the Oregon Inlet Fishing Center near the bridge at Oregon Inlet or walking down the gravel road at the Bodie Island Lighthouse to the sound. I wouldn't forget the bug spray. Early morning or late afternoon would probably be a good time. I'd try a variety of baits, fresh shrimp, Fishbites bloodworms, finger mullet, cut bait. Figure out what's there and what's working best. For lures probably green or white plastic jigs. Try to pay attention to what people are using that's working like lure color, bait and hook size.

You need a saltwater license for the surf, sound, bridges but not on most of the ocean piers. Be careful on the road that cuts through the swamp to the main highway, people don't stop at those intersections.
