The best place for speckled trout and flounder would be at Oregon Inlet, you can launch around the public boat ramps at the Oregon Inlet Fishing Center near the north side of the Bonner Bridge. I think the fish have been up close there around the marsh grass, stay away from the bridge you might get flushed out.
